Algeria Launches Digital Land Registry and Real Estate Management Platform: A New Era for Public Services

Abderrahmane Khidi, Director General of National Domains, announced on Sunday in Algiers that the new digital land registry will come into force at the beginning of 2025. This move is part of a comprehensive digital transformation program in Algeria’s finance sector, designed to improve services for citizens and simplify administrative procedures.


What is the Digital Land Registry?


The new digital land registry will progressively replace the traditional paper-based system, drastically reducing the time required to issue property deeds and eliminating long queues at land registry offices. According to Mr. Khidi, “The electronic land registry will replace the paper format, cutting delays in issuing documents and resolving the problem of waiting lines once and for all.”


A Step Toward Administrative Modernization


This initiative, outlined in Article 161 of the 2025 Finance Act, aligns with the government’s broader strategy to streamline administrative processes and enhance the quality of public services. The digitization of property management will allow for quicker, more efficient, and transparent transactions.


New Digital Solutions for Asset Management


In addition to improving land registry processes, the Direction Générale du Domaine National (DGDN) will implement advanced digital solutions for tracking assets seized or confiscated by law enforcement. With the creation of a comprehensive digital database, these assets will be better managed and sold more promptly.

Currently, there are 21,470 files related to seized property. The government is studying legal options to expedite their sale, particularly concerning seized vehicles.


Simplifying Property Regularization


The digital reform will also simplify the regularization process for properties with unpublished titles. Owners of such properties will now be able to resolve their legal status without resorting to lengthy legal procedures. This measure aims to make property ownership in Algeria more transparent and accessible to all citizens.


A Digital Leap for Real Estate Management


On Sunday, the General Directorate of the National Estate unveiled a state-of-the-art national intranet to transform Algeria’s real estate management. The platform, launched by Finance Minister Laaziz Faid, will allow citizens and professionals to access a wide range of digital services, whether at estate agencies, land registry offices, or via online platforms like Espace Algérie.

“This new tool will revolutionize the real estate sector, offering high-quality digital services for users across Algeria,” said Minister Faid.


A Secure and Efficient Network for Real Estate Data


The intranet project, completed in partnership with Algérie Télécom, took 18 months to develop and is built on advanced SD-WAN technology, ensuring fast and secure data transmission across Algeria’s land administration departments.

Minister Faid emphasized, “This project will enhance our real estate management system, ensuring secure and instantaneous data exchange between departments.” He also highlighted the importance of sharing data across various government entities as part of Algeria’s broader digital transformation.


Connecting Algeria’s Real Estate Agencies

This nationwide initiative will connect 587 real estate agencies from 405 administrative headquarters to a central system housing the national center for cadastral and land information. The system will also link to the Ministry of Finance’s data center, ensuring a smooth, unified flow of information.


A Vision for Digital Transformation


This digital reform is in line with the vision of President Abdelmadjid Tebboune, who has consistently emphasized the importance of accelerating the digitization of state property management and land conservation. The goal is to protect real estate rights more effectively and modernize Algeria’s property management systems.


The Future of Algeria’s Property Management


In addition to the land registry digitalization, the Ministry of Finance has announced the development of several IT solutions designed to further improve services for both citizens and professionals. These include the creation of national cadastral and land databases, now containing data from over 19 million registers.

With these digital initiatives, Algeria is stepping into a new era of real estate management and public service delivery, bringing citizens closer to efficient, transparent, and accessible property transactions.
