Algeria has officially introduced the Algeria public procurement portal, a digital platform allowing economic operators to submit bids electronically for public contracts, according to a decision published in Issue 17 of the Official Gazette.
The decision, signed by the Ministry of Finance on February 4, defines the structure, content, and management of the electronic portal designed to modernize the country’s public procurement system.
According to the new regulation, the platform will enable economic operators to submit their bids online for government tenders. The initiative is part of broader efforts to digitize administrative procedures and improve transparency in public contract management.
The Algeria public procurement portal will provide a range of functions aimed at facilitating interactions between contracting authorities and businesses. These include the electronic registration of contracting authorities and economic operators, advanced multi-criteria search features, and real-time alerts on new procurement opportunities.
The system will also allow the exchange of information between contracting authorities and companies through secure digital channels. Users will be able to upload, download, timestamp, and electronically sign procurement documents in accordance with current legislation.
In addition, economic operators will be able to download tender documents free of charge directly through the platform. This measure is intended to make public tenders more accessible and encourage broader participation from companies interested in government projects.
The portal will also serve as a centralized information hub for public procurement in Algeria. It will publish estimated procurement programs planned by contracting authorities for the current fiscal year, giving companies greater visibility into upcoming government projects.
Furthermore, the platform will provide transparency regarding contracts already awarded. It will publish public procurement contracts concluded during the previous fiscal year, along with the list of economic operators prohibited from participating in tenders or temporarily or permanently excluded from public contracts.
Additional information available on the portal will include indicative price references, official announcements, legislative and regulatory texts related to procurement, and legal opinions concerning public contract procedures.
The decision also establishes strict technical and security requirements for the public procurement information system. Authorities emphasized that the system must ensure the integrity and confidentiality of documents exchanged electronically while maintaining full traceability of events throughout the procurement process.
The platform must also guarantee compatibility between information systems and ensure the secure electronic archiving of digitized procurement documents.
Finally, the regulation stresses that the portal’s technical specifications must remain non-discriminatory. Authorities stated that the system must not create barriers preventing economic operators from accessing public contract procedures.
The introduction of the Algeria public procurement portal is expected to support the modernization of public administration while improving transparency, efficiency, and equal access to government tenders for businesses across the country.
